Richmond Hmei-Dhpatch PERKINS Lois H. Perkins, 83, of Richmond, passed away December 9, 2003. She is survi ved by her husband, Marion L. Perkins; daughter, Diane Forbes and her husband, son, Wayne Perkins and his wife, Cathy; brother, Garland Hicks and his wife, Cheryl; two sisters, Elsie Bnmgarner and Louise Luffsey and her husband, Walter; grandson, Robin Cor-nett; and numerous nieces, nephews and other family members. LANG Ann Vaden Lang, age 53, of Richmond, formerly of Blackabnrg, died Monday, December 8, 2003 at her home. She was born in Cambria, Va. on January 3, 1950 to the late Jay Leonard and Ethel Minnie Jones Vaden.

She was also preceded in death by three brothers, Marvin Lee Vaden, Joseph Lewis Vaden, and Marshall Harrison Vaden. She was a former employee of Dominion Virginia Power for 20 years as a budget analyst and a former mnner op to Miss Black-sburg. She is survived by her husband, J.C. Lang of Richmond; a son and daughter-in-law, Jay Nathan and Lisa Lang of Richmond; four sisters, Edna Mae Hodges of Chesapeake, Fay Wilson of Richmond, Gay SKINNER Kenneth D. Skinner, Sr, died December 8, 2003.

He is survived by his wife, Jean J. Skinner; his daughters, Judy S. Watson and Laura S. Baker; his son, Kenneth D. Skinner, his sister, Evelyn Daiger; also seven loving and devoted grandchildren, Ray, Taylor, Heath, Desaree, Meredith, Harrison, and Levi; and numerous nieces and nephews.

Kenneth was a warm and caring man who dedicated much of his time to the community, friends and to family. A member of the West Hanover Boys Musical Group and guitar teacher for many years at the Montpdier Center for Arts and Education. He will be missed and mourned by many. LUCAS Susan Carol Bond Lucas passed away on Monday, December 8, 2003 after a courageous battle with cancer.

She is survived by her two sons, Eric and Brandon Lucas; her mother, Dorothy Bond; and her sister, Judith Price. One of the many joys in Sue's life was working at Children's Hospital as Clinical Coordinator for thirty-five years. She was a member of the Christ Lutheran Church. KL JORDAN ROWE Jacqudyn Paige Dunton Rowe, 76, of Gwynn, went home to be with Jesus on Tuesday, December 9, 2003. a native of Hampton, was born on January 31, 1927, one of two children of the late Wilton C. and Mary B. Dunton. Jackie was a member of Gwynn's Island Baptist Church, the WMU and the Gwynn's Island Chic League.

She was also an avid quilter and loved to cook and travel. She retired in 1991 after working for Dr. William Gatten for 26 years. One of her greatest joys after retirement was doing for her children and grandchildren. She was preceded in death by her brother, Wilton E.

"Bud" Dunton and leaves to cherish her memory her husband of 55 years, Conrad A. Rowe of Gwynn; a daughter, Jodie R. Nelson and her husband, Terry; a son, David C. Rowe and his wife, Cathy; eight grandchildren, and several nieces and nephews. The family will receive friends from 7 to 8:30 pjn.

Taylor was president of the Virginia Manufacturers Association for 21 years, until 1978, and vice chairman of the Board until retirement in 1979. Born in 1913 in Greene County, N.C, he was the son of Robert and Olivia Taylor. He attended Loyola University, New Orleans, received a law degree from the Atlanta Law School and an MBA from the Harvard Business School. During World War II, he was a decorated Marine regimental infantry officer in the Central Pacific through Iwo Jima and afterwards on the headquarters staff of the top Pacific Command. He was recalled to active duty during the Korean War and served as industrial relations officer for the civilian work force at Camp LeJeune and as chairman of the UJS.

Civil Service Board of Examiners. He completed his reserve service with rank of colonel. Before coming to the Virginia Manufacturers Association from the Georgia Institute of Technology faculty, he served for eight years as director of the newly established Department of Continuing Education. He concurrently served as executive director of the Southern Industrial Relations Conference Board. The leadership experience he brought to the Association (VMA) came at a time of rapid change, with deferred wartime needs of construction, transportation and general services as well as accelerating economic growth.

The Association represented the largest sector of the state's economy with the most widely diverse pool of manpower and was acknowledged as the most faiflnwirial state group. Beyond Virginia, Mr. Taylor coordinated VMA's efforts with other state and national groups. Over time he served as chairman of the Conference of State Manufacturers Associations, chairman of the National Industrial Council State Group, chairman of the Southern Industrial Relations Conference Board, chairman of the Virginia West Virginia Export Expansion Council of the VS. Department of Commerce and several other groups.

He is survived by his wife of 61 years, Nell Hammond Taylor. Other family survivors include a daughter, Mrs. Kay Taylor Sheud of Newport News; a son, Kenneth Hammond Taylor of Henrico; sisters, Mrs. Hilda McNiece of Valparaiso, Indiana and Mrs. Elizabeth Nuttall of Chapel Hill, N.C.; five grandchildren, Conway H.

She graduated from Thomas Jefferson High School and was an avid dancer with Treyboy School of Dance highlighted by dancing on The Steel Pier in Atlantic City with Benny Goodman's Band. She was an active member of St John's United Church of Christ for 80 years and Bethlehem Lutheran Church where her youngest son was a pastor. Freda volunteered her time and service at The Children's Hospital where she served as an active member on the board, and at the schools of her children and grandchildren. Freda was a member of The Country Club of Virginia and The Cavalier Club. She was preceded in death by her husband of 41 years, William L.

Wood her parents; her brother, A. Rhem Lane; and her sister, Anna E. Lane. LASSTTER Albert Iinwood Lassiter, age 57, of Midlothian, passed away in his home December 8, 2003. He was preceded in death by bis parents, Albert and Piercy. In lieu of flowers, contributions may be made to the American Cancer Society. MERCHENT A. Ray Merchent, 75, died Wednesday, December 10, 2003, at Mary Washington Hospital. He was born October 13, 1928, in Roanoke. Dr.

Merchent was a member of Fredericksburg United Methodist Church where he served as a trustee and chairman of the Administrative Board. He was a graduate of Emory Henry College and received a master's degree and a doctorate from the University of Virginia. He was a veteran of the Korean War. Dr. Merchent's career in higher education spanned 37 years.

Following three years as director of public relations at Longwood College, he joined the Mary Washington College administration and held the following positions: Executive Vice President, Vice President for Continuing Education, Vice President, Director of Admissions, Chairman of the Department of Education and Registrar. He participated in the long-range planning for the James Monroe Center for Graduate and Professional Studies and led the task force on Student Minority Recruitment and Retention. He received the Mary Washington College Washington Medal in 1988. Dr. Merchent was a dedicated community leader of cultural, educational and healthcare organizations, including board memberships at the James Monroe Museum and Law library, the American Red Cross, Mary Washington Hospital Foundation, MediCorp Health System, Mary Washington College Foundation, George Washington's Fredericksburg Foundation, Mary Washington College Community Orchestra and the Fredericksburg Area Museum.

He was the recipient of the 2001 Citizen's Salute Award given to an individual who has made a significant contribution to the Fredericksburg community. of Blacksburg and Elizabeth Kennedy Tillar of Tam-worth, New Hampshire; and a sister, Frances Tillar Way of Raleigh, North Carolina. A graduate of Emporia High School, Mr. Tillar received his Bachelor of Science in Industrial Engineering, class of 1945, at Virginia Tech. Tillar Scholarship in the Industrial and Systems Engineering Department of Virginia Tech was established in 2001 by his son, Thomas Cato Tillar Jr. In 2002, Mr. Tillar was inducted into the Academy of Distinguished Alumni of the Industrial and Systems Engineering Department In World War Mr. Tillar served as a naval fighter pilot aboard the VS. Hornet He received the Distinguished Flying Cross and five air medals.

He was a lifetime member of the Veterans of Foreign Wars and American Legion. Beginning in 1948, Mr. Tillar enjoyed a lengthy career with W.T. Tillar Co, Inc, where he served as president In 1958, he was elected President of the Virginia Hardware Association. Mr.

Tillar participated in many rivk activities. He served on the Emporia City Council for 16 years. He was a longtime member and Treasurer of the Emporia Greensville Airport Commission. He achieved a 54-year perfect attendance record with the Emporia Rotary Club where he was a past president and a Paul Harris Fellow. He was a past director of Essex Savings Bank and the Emporia Country Club.

He was a member of the Village View Board, the Sons of the American Revolution, and the Greensville County Historical Sodety. Mr. Tillar was a lifetime member of First Presbyterian Church of Emporia where he served as an elder and past treasurer. Payne, died Tuesday, December 9, 2003. She is survived by her daughter, Beverly Ann Payne of Crewe; her grandchildren, Betsy Whitaker of Roanoke, Jason Whitaker and Michael Whitaker of Amelia; her great-grandchildren, Setfa and Cam Whitaker; and a number of nieces and nephews. Mrs. Payne was a member of Crewe Baptist Church. Funeral services will be held 11 ajn.
